Kohleausstieg Die Kommission hat vorgeschlagen, dass bis 2023 drei Gigawatt an Braunkohle-Kapazität stillgelegt werden – zusätzlich zur ohnehin geplanten Überführung von Kraftwerken in die Sicherheitsreserve. Es steht nicht im Bericht der Kommission, wurde aber verabredet: Als erstes soll es das rheinische Revier treffen: offiziell weil hier viele ältere Kraftwerke stehen, tatsächlich aber aus politischen Gründen. In den Braunkohle-Ländern Brandenburg und Sachsen wird im Herbst gewählt, dort ist die Braunkohle einer der größten Arbeitgeber und die Sorge vor einem AfD-Erstarken groß. Sie wurden teilweise schon 1972 und 1965 in Betrieb genommen, haben aber auch Modernisierungen erlebt. Das Ganze soll nach den Wünschen der Grünen ohne Entschädigung erfolgen. Das ist gegen die Verabredung der Kohlekommission. RWE-Chef Rolf Martin Schmitz hatte bereits im März erklärt: „Uns ist klar, dass RWE den Löwenanteil der rund drei Gigawatt schultern soll, die allein in der Braunkohle vom Netz gehen sollen.“ Er fordert dafür jedoch Entschädigungen von 1,2 bis 1,5 Milliarden Euro professional Gigawatt, die vorzeitig vom Netz müssen.

Umsiedlungen Für den Tagebau müssen seit Jahren Dörfer weichen, die Betroffenen werden von RWE entschädigt. Nun nimmt das Umweltministerium die Umsiedlungen in den Blick. „Ziel ist es, den Druck auf ein Abbaggern weiterer Dörfer zu reduzieren“, heißt es in dem Ministeriums-Papier weiter. Der Umweltverband BUND hat unlängst ein Gutachten vorgelegt, nachdem Enteignungen zunehmend schwerer durchzusetzen sind: Das Pariser Klimaschutzabkommen erlaube neue Enteignungen nur noch in beschränktem Umfang, heißt es in dem Gutachten. RWE will jedoch an den Umsiedlungen festhalten: „Die Kommission hat die anstehenden Umsiedlungen nicht in Frage gestellt. Das ist richtig, weil es den betroffenen Menschen Sicherheit gibt“, hatte Schmitz im März erklärt. In den Ortschaften rund um Garzweiler planten viele Umsiedler bereits ihre Häuser. „Die Umsiedlungen in Garzweiler müssen auch aus energiewirtschaftlichen Gründen vollständig abgeschlossen werden.“ Die Kohle werde in den frühen 2020er Jahren benötigt, um verbleibende Kraftwerke zu versorgen.

Hambacher Forst Der Wald ist das Image für den Kohleausstieg. Und obwohl die Rodungen gestoppt sind, gehen legale und illegale Proteste dort weiter. RWE hat schon im März Entgegenkommen signalisiert. „Wir werden prüfen, was technisch mit Blick auf Standsicherheit, Rekultivierung und Wasserwirtschaft möglich ist“, hatte Schmitz gesagt und zugleich betont, dass dies teuer werde. „Symbole haben eben ihren Preis.“ Bis Herbst 2020 wird ohnehin nicht gerodet, so haben es RWE und Land per Moratorium vereinbart. Richterliche Entscheidungen stehen ohenhin aus.
